How to apply for FULL YouTube Partnership

Nothing has been confirmed yet, but today I stumbled upon a video showing access to the old application.  I kid you not! Check it out for yourself http://www.youtube.com/partners/contact_info It has not been confirmed that the application actually works, and some people get the 2 month notice when it has been more than 2 months. I have personally applied and had no problems. This also has to be legit because when I went to the page, it already had my information all filled out from when I have applied in the past. Hopefully this might work to achieve full partnership, if YouTube staff even looks at applications anymore.
